Duties and Responsibilities


A primary responsibility of the tax assessor-collector is to calculate and bill property taxes to provide revenue for county and local jurisdiction budgets.
 Per legislation passed in 1979, the appraisal district, which is a separate governmental entity from the county, provides the appraised values to all taxing units for property tax purposes. 

A major responsibility of the office includes the assessment (calculation) and collection of county property taxes, also referred to as ad valorem taxes. The office may be required to collect other taxing units’ taxes in the same manner as the county’s taxes or may also enter into an interlocal agreement with other entities to provide those services. These other entities may include schools, cities, and special districts.

Tax assessor-collectors are also agents of the Texas Department of Motor Vehicles (DMV), assisting citizens with registration renewals and title transfers of motor vehicles. 

As an agent of the DMV, the office of tax assessor-collector is responsible for the registration and titling of all motor vehicles and trailers in the county. Sales tax on all automobiles sold in the county is collected by the tax assessor-collector and paid to the comptroller’s office.

The Texas Alcoholic Beverage Code (TABC Code) requires county tax assessor-collectors to collect the county portion of fees for beer and wine permits, ensuring property taxes (real estate and business personal property) are paid before processing applications, with detailed rules in TABC Administrative Rules.

Tax assessor-collectors act as an agent for the Texas Parks & Wildlife Department to provide boat registration and titling services. County fees for these duties are set by statute.

All title transactions must be started no later than 4 pm, all registration transactions must be started no later than 4:15 pm as both the courthouse and Mineral Wells annex close at 4:30 pm.

 

Texas Parks and Wildlife transactions can only be processed at the

Palo Pinto County Courthouse and are CASH ONLY
